Sources and assumptions
Milestone: XProtect LPR camera license $1,295 and Pro+ device license $169 per camera, plus the LPR base license $300 (5 plate modules) and 7 more plate modules at $645 each, once per system. Milestone licenses each emirate as its own module, so reading every GCC country takes 12. Official 2021-R2 USD list prices; $1,295 and $645 still listed by a reseller in September 2026.
Hikvision: HikCentral ANPR 1-channel license $216.79 (reseller, 2026) plus an iDS-2CD8A46G0-XZ(H)S(Y) ANPR camera at AED 7,200 (SAR 7,370, about $1,960), the GCC average, from a Gulf seller's regular price, September 2026.
Avigilon: ACC7-LPR $3,492.48 per lane and a Standard channel $180.08 per camera, list prices in a public contract price list, January 2023. All six GCC countries are one plate format at no extra cost.
ANPR Edge: our live price list. With several locations, the volume ladder applies to Edge and Milestone's plate modules are counted once, as for one system.

How each vendor charges
The same question — read GCC plates at one location — priced the way each vendor sells it.
Milestone XProtect LPR
An LPR camera license and a device license for every camera, plus plate modules. Milestone sells each emirate as its own module, so reading every GCC country takes 12 modules: the base license includes 5, and 7 more are bought once per system.
Avigilon ACC LPR
An LPR license per lane plus a channel license per camera. All six GCC countries are one plate format, so there is no extra charge for reading them.
Hikvision
The HikCentral ANPR channel license is inexpensive, but it reads plates from Hikvision ANPR cameras, so each lane also needs a dedicated ANPR camera — around AED 7,200 (SAR 7,370, about $1,960) on average in the GCC. The chart counts both.
Vaxtor
Licensed per camera or stream, as a lifetime license. No price is published, so it has no line on the chart.
ANPR Edge
One license per location, paid once: up to 4 cameras, or unlimited cameras. Every license reads all six GCC countries and includes vehicle make, model and colour. How many cameras one PC runs depends on its hardware.
Where ANPR Edge is not the cheapest
At one location, Hikvision license + ANPR camera costs less upfront than ANPR Edge at 1 cameras. From 2 cameras on, ANPR Edge costs the least of the 4.
The Milestone line assumes every GCC country. A UAE-only buyer needs 2 extra plate modules instead of 7, which lowers that line by $3,225 — still above ANPR Edge at every camera count.
What the comparison leaves out
VAT, installation, cabling and the PC or server.
VMS base licenses: Milestone and Avigilon plate recognition runs inside their video management software, which is licensed separately.
Yearly care. Milestone Care Plus is about $31 a year per device; ANPR Edge updates are free for 12 months, then optional at a yearly fee per license. Over several years the per-camera vendors close part of the gap at small camera counts, which is why this page compares upfront cost only.
Project discounts. Integrators are often quoted below list price, by every vendor.
Questions about ANPR license cost
- Why compare license cost and not total cost?
- Because the license is the part that scales with cameras, and the part each vendor publishes. Installation, cabling and the PC are needed whichever software you choose, and project prices vary too much to publish honestly.
- Are these list prices?
- Milestone figures are list prices, still offered by a reseller in September 2026. Avigilon figures are list prices from a public contract price list. Hikvision license prices are from resellers, and the camera price is the GCC average. Each figure is linked under the chart.
- Does ANPR Edge need dedicated ANPR cameras?
- No. It reads plates from ordinary IP cameras and recorders — Hikvision, Dahua, Uniview, Axis, Hanwha, Bosch or any ONVIF camera — provided the camera sees the plate at a usable angle and resolution.
- What does ANPR Edge cost after the first year?
- The license keeps working without renewal. Updates are included for 12 months; after that they are optional, at a yearly fee per license. The PC checks in with us at least once every 3 days.
